Based on the TV sitcom, the film offers a madcap look at the men in blue beating the streets of the Big Apple and trying to control the craziness inside and outside the station house. CAR 54, WHERE ARE YOU? features enjoyable cameos by, among others, the Ramones, Penn & Teller, and Tone Loc.

Bumbling Brooklyn beat cop Gunther Toody (Johansen) and his inept, by-the-book partner Francis Muldoon (McGinley) must keep a Mafia Kingpin's (Baldwin) mitts off a stoolie (Piven) scheduled to testify against him. To do this, they break him from jail and stow him in the trunk of Toody's car. But when the car goes missing, the clues lead Toody and Muldoon to Coney Island for the showdown of their lives!
