The Crow: City of Angels is a work of limited imagination. It lifted several scenes almost directly form its predecessor, but without The Crow's atmosphere, the puzzle falls to pieces.  --Jack Witzig
This movie is far off from the original. On its, own it’s an average actioner, with poor effects, average actors and a bad ending. It does have a great score and two good looking main leads but you need more than that to make an excellent Crow film.  --'The Arrow' (Arrow)
