Scanner cop Sam Staziak is scouring the streets of LA in search of an escaped killer -- scanner Carl Volkin. Each time Volkin kills, he becomes stronger. And now he's after Sam, the man responsible for putting him behind bars. Sam must team up with beautiful trans-neural researcher Carrie Goodart to stop the maniac before he kills again.
