A U.S. Treasury agent is too late to save his partner from murder at the hands of two ex-cons - one a slick, manipulative confidence man and the other a ruthless killer. Because of his failure, the agent is transferred from the L.A. department to Newark, but he decides to hold out for an extra week in order to catch the murderers and redeem his shattered life.

Snipes and Dennis Hopper turn up the heat in this tightly wound police-action manhunt. Mercer is tough, proud, married to his job... and not above stretching the law to smoke out his partner's killer. Hopper is Red, a scam artist looking for a last big score and running out of options. He'll play those options to the max. But he could be playing into Mercer's hands.
