Plot: After the Central Government of Ottawa bans fishing for a small island, the eccentric mayor digs up an out-of-date by-law to save the town from economic extinction. When the townsfolk discover a derelect Soviet sub with an A.W.O.L. crew, they use it to secede from the indifferent government.
