Lou Diamond Phillips stars in this thriller as Jack, a maverick cop whose most recent case has made him both a local hero and the subject of a routine investigation for a shooting that occurred during the case. Though he is innocent, Jack quickly finds that departmental investigators are finding enough evidence for a substantial case against him. Smelling a conspiracy, Jack begins an investigation of his own that leads him to team up with a stripper named Jessica Terrant (Wuhrer) who may the key to finding whoever wants him behind bars.

Jack is a rogue cop under routine investigation for a job-related shooting that makes him a local hero. After being set up by a shadowy acquantance, he is led down a path where one incident after another leads him into more and more trouble. He teams up with Jessica Terrnat, an exotic dancer, who may hold the secret to the motive behind this mystery. Jack races against time to put all the pieces together before it's too late and he is found guilty for a series of murders that he did not commit.
