Plot: In the midst of an internal power struggle at a French secret service agency, Toulouse, the chief of the organization, plays a trick on Milan, a subordinate hungry for his job. Toulouse picks out a citizen at random and instructs his rival keep close watch. Completely oblivious to what's going on, the innocent "suspect" goes about his business, while all of his simple actions are being mis-interpreted by the eager Milan.
